Good European governance is also based upon Forward looking activities: analysis of societal trends in the world and in the Union, setting-up of reference and alternative scenarios, identification of potential breakthroughs ("wild cards") are elements that allow decision-makers to highlight their choices under a new perspective.

Reflexive or operational, qualitative or quantitative, participative or based on the expert's opinions, Forward looking activities find their place in the European system. The "Better Regulation" strategy requires, for example, Impact Assessments or evidence-based policy making.

The Council of the European Union, Competitiveness Council (17189, 3 December 2009) invites Member States and the Commission to take into account Forward looking activities ("foresight" and "forecast") to support the identification of grand challenges and the corresponding priorities for research and innovation".
