European Research Area and innovation
The Commission Communication The European Research Area: New perspectives - ERA Green Paper - COM(2007)161 - highlights that: "Common priorities should be identified through joint foresight, involving the scientific community, society and industry, and jointly decided and acted upon".
The ERA vision 2020, the Lund Declaration and the 2009 ERA conference concluded that Forward looking activities should underpin all policies. Among the new challenges are the:
- Focus on global contexts and drivers (cf. The World in 2025)
- Purposeful use for developing visions and articulating targets (cf. Joint Programming)
- Deep engagement of stakeholders in priority-setting processes
- Funding of resource demanding modelling and databases
- Joint efforts in common infrastructures and processes
Among the European Forward looking research projects dealing with technology and ERA are:
- FARHORIZON - Use of foresight to align research with longer term policy needs in Europe
- INFU - Innovation futures in Europe: a foresight exercise on emerging patterns of innovation. Visions, scenarios and implications for policy and practice
- SESTI - Scanning for emerging science and technology issues
- CIVISTI - Citizen visions on science, technology and innovation
- SANDERA - The future impact of security and defence policies on the European Research Area
