of Higher Education in the former GDR". The project
was started in order to analyse and to document the
transformation in East Germany after the unification,
including government policies, democratic principles,
institutional structures and networks. Recommendations
concerning the replacement of academic staff, the
amount of university entrances and the change of teaching
contents were given to the Federal Government, the
Federal Ministries and to political committees. Special
promotion measures were formulated on the basis of
regional studies. Guidelines for a sustainable educational
capacity were developed based on information about
population growth, the number of persons qualified
to enter higher education and the demand of labour
market. Planning estimates were designed concentrating
on the quantity and the structure of academic staff
needed in the future.
