Science & governance - Setting guidelines
The Commission has worked on a set of guidelines
on the use of expertise for policy making, with the
aim of encapsulating and promoting good practices
related to all stages of Commission policy-making.
This initiative responds to a commitment made in the
Paper on European Governance (PDF file - 178 Kb),
reiterated in the Science
and Society Action Plan (PDF file - 392 Kb).
The objective is to help Commission departments mobilise
and exploit the most appropriate expertise, with a
view to establishing a sound knowledge base for better
policies. The second objective is to uphold the Commission's
determination that the process of collecting and using
expert advice should be credible. Guidelines founded
on the core principles of quality, openness and effectiveness
were adopted by the Commission 11 December 2002.
