Contract nr: QLRT-CT-2000-01608
Project type: RS (Research and Technological Development Project)

Research topic: 5.5. Sustainable development of rural and other relevant areas

Abstract:
The main objective of the proposed research is the analysis of the medium-term agricultural and employment perspectives in selected rural areas of the four Balkan countries: Bulgaria, Romania, Slovenia, and Croatia. As a point of reference, an analysis of a comparable rural area in Greece will be carried out. The research project will focus on some selected regions, trying to incorporate the variety of economic conditions in the rural areas of the countries under study. The construction of regional Input-Output (I-O) tables and the identification of possible scenarios will allow defining the medium-term impacts of policy changes on rural employment. This research will provide an insight into the rural employment problem upon accession and will allow the EU and regional policy-makers to better assess the impact of changing agricultural and rural policies, national economic growth and EU membership on the acceding Balkan countries.

Objectives:
The proposed project will focus on the development perspectives within rural regions of five Balkan countries - Croatia, Bulgaria, Romania, Slovenia and Greece - countries which either border on, or were included within, the Former Yugoslavia. Three of the case study countries are applying for accession to the EU, while Greece is already a Member State. The main objective is to provide empirical evidence about the nature and developmental trends of rural employment in selected, regions and to define the appropriate policy measures according to the specific economic and political criteria, aiding smooth transition. The study will concentrate on three main aspects: rurality, employment and agriculture in a medium-term perspective. Different scenarios with respect to the political and economic evolution in the area, specifically related to EU accession and adoption of EU policies, will be assessed. Results from parallel work carried out in Greece will act as a benchmark.
