Topic DescriptionSpecific Challenge:
The organisation of resources across Area Control Centres need to be improved as well as the scoping of measures from local level to full network impact assessment, and the promotion of opportunity measures over those with implication on airspace users costs. The operational data shared in the Network Operations Plan (NOP) is still limited (in scope and time horizon), incomplete and insufficient for tactical and operational use. Information regarding Dynamic Airspace Configuration and Airports is limited and not systematically integrated in the NOP. Information regarding Military operations is subject to operational constraints, and the ATM and military networks are not as fully integrated as they could be even considering military secrecy. The operational data does not yet reflect a unique set of real time data to support tactical DCB processes, collaborative decision making and network performance monitoring in the execution phase. The relevant information should be accessible to everyone and distributed in a transparent but cohesive way. System capacity is impacted by insufficient flexibility in the short term DCB phase and the lack of ATC involvement in the DCB process execution. DCB measures are not fully compatible to support Free Route operations in high complexity environment. This rigidity is aggravated by the absence of a single seamless DCB management process that involves airspace users, airport, terminal and en-route nodes and by the lack of automated tools that provide relevant indicators to assess DCB measures and monitor execution against the predicted impact on network performance. The dynamic integration of operational data needs to be expanded to enable tailored real time network performance assessment, to facilitate collaborative DCB processes and to manage adherence to it. Further development of automated tools, for optimisation and monitoring of relevant indicators to assess DCB measures and monitor execution against plans will allow seamless DCB management processes involving Airspace Users, alongside Airport and en-route nodes.Scope:
PJ.09 “Advanced Demand and Capacity Balancing” aims at delivering the following SESAR Solutions:
Network Prediction and Performance: shared situation awareness with respect to demand, capacity and performance impacts at Regional, sub-regional and local DCB processes level. Improved traffic and demand forecast based on SBT and the computation of confidence indexes. Enhanced processing based on complexity and workload assessment to improve the accuracy and credibility of the diagnosis and awareness of hotspots. Network Operations monitoring through Network Performance KPA/KPI. Network impact assessment to analyse trade-offs and facilitate collaborative decision making processes
Integrated Local DCB Processes: Core functionality for the Integrated Network ATM Planning (INAP) process through an enhanced Local DCB tool set including: INAP management, ASM integrated into DCB (including Dynamic Airspace Configurations), reconciliation of DCB measures with local complexity management, ATC and Arrival Management.
Collaborative Network Management Functions: Network Management based on transparency, performance targets and agreed control mechanism. Real time visualisation of AOP/NOP evolving planning environment (such as demand pattern and capacity bottlenecks) to support AU and local planning activity. Network Operations planning and execution managed by an agreed set of rules and procedures (including what-if), guiding subsidiary DCB and UDPP measures under consideration of trade-offs and network performance targets. Collaborative 4D constraints management integrates AUs priorities and preferences, reconciliation of DCB measures with Airports, ACCs, AU and NM, relying on the Multiple Constraints Resolver process.
This project will develop solutions that are expected to have a positive impact on the Network improving:
Efficiency through optimised flight trajectories and profiles, reduced fuel burn, noise and emissions
Cost-effectiveness/Cost of Air Navigation: DCB allows improved ATM resource planning and better use of existing capacities leading to reduced ATC and Airport Capacity costs.
Safety: Improved safety in better anticipating and managing potential overloads.
Predictability: the NOP will provide the planned network situation considering all known constraints and time deviation will be managed by anticipating demand/capacity imbalance detection and improving the implementation of solutions as well as managing time accuracy at CTA/CTO
Flexibility: common awareness to all stakeholders through the NOP and access to opportunities in case of late changes in capacity or demand.
Participation: stakeholders’ collaborations earlier in the planning phase and facilitate commitment to network performance optimum by making stakeholders’ intentions and actions more transparent.
Cost-effectiveness/Direct cost of NM: The Collaborative NOP Information Platform will contribute to reduce maintenance and development costs of the Network Manager by reducing the number of different remote HMI applications and by streamlining assets through use of uniform service-oriented principles.

The SJU is launching a Call for Proposals under H2020 restricted to its candidate members (c.f.: eligibility conditions below) with a view to implement “SESAR 2020 Transversal Activities”, “Industrial Research& Validation Activities” and “Very Large Scale Demonstration Activities”
Please read carefully all provisions below before the preparation of your application. The key reference documents for this Call for Proposal are the amended SJU Work Programme 2015 and SESAR 2020 Multi-Annual Work Programme. They set out the purpose and scope of the IR/VLD Call for Proposals and describe the activities that will be implemented via the resulting Grant Agreements as well as the conditions for participation and award.
The purpose of this procedure is to award a maximum of 28 (twenty eight) Grant Agreements (GAs), one per “Topic”. This is the relevant model agreement: SJU Model Grant Agreement (MGA).
