1. OBJECTIVES AND DESCRIPTION
The European Council highlighted in its conclusions of the 1&2 March meeting that efforts need to be stepped up with a view to "creating the best possible environment for entrepreneurs to commercialise their ideas and create jobs and making demand-led innovation a main driver for Europe's research and development policy".
This call for proposals invites applicants to develop and implement strategic roadmaps of demand-side policy measures with the objective to increase the market uptake of innovations in any market or sector. Demand-side policies are sets of public measures which could support the improvement of conditions for the uptake of innovations or which improve the articulation of demand in order to spur innovations and allow their diffusion.
The roadmaps will become an integral and very visible part of the horizontal action plan for demand-side innovation.
2. ELIGIBLE APPLICANTS
Eligible for funding are any types of organisations, or groups thereof who are willing and able to develop and implement strategic roadmaps of actions that boost demand for innovations (products and services) in a specific market or for specific products or services. The applications must be submitted by a legal person, natural persons (i.e. individuals) are not eligible.
Applicants must be established in one of the following countries:
• the 27 countries of the European Union
• the EFTA countries which are members of the EEA: Iceland, Liechtenstein, Norway
• the candidate and accession countries: Croatia, FYROM, Turkey, Serbia, Montenegro
• other countries: Albania and Israel.
The Commission may select proposals from applicants in EFTA/EEA countries or candidate countries provided that, on the date of selection, agreements have been signed setting out the arrangements for the participation of those countries in the programme established by the CIP Work Programme 2013 Financing Decision number C(2012) 9442 of 18.12.2012.
3. BUDGET AND PROJECT DURATION
The total budget earmarked for the co-financing of 6-10 projects amounts to 950,000 euros. Financial assistance from the Commission cannot exceed 95% of the total eligible costs. The maximum grant per project will be 150,000 euros.
Indicative start-up date for the action is 1 December 2013. The maximum duration of projects is 18 months.
Applications must be sent to the Commission no later than 09 July 2013.
