This section provides an overview of the management of the Description of Work in NEF. The Description of Work corresponds to the Annex I of the Grant Agreement for both FP7 and CIP framework grant agreements.

What's New In NEF - the DoW in Amendments:  From now on, all DoW's encoded in a negotiation exercise or in a previous amendment will be copied when opening a new amendment exercise in NEF.  The following table explains the changes:



Part A

Will be copied from one exercise to another as it was previously.

Part B

WP, deliverables, milestones will be copied from one exercise to another.

Narrative Part B

Must still be uploaded manually; it is too risky to be automated. In the future there will be a check box allowing you to decide whether to copy it or to upload a new version.

The use of NEF, regarding the management of the Description of Work ,consists of providing an IT tool which allows the generation the Annex I of the Grant Agreement through a PDF document which will be added  to the Grant Agreement to be signed, or in the scope of an amendment. The full negotiation process is described in the negotiation guidance notes.

The advantage of creating this document through NEF is mainly consistency: the Description of Work contains information which is already available in GPF forms, and the structured forms proposed by NEF allow you  to make data entry controls and guide the coordinator in the creation of the document.

Finally, the Description of Work will be taken directly from NEF by Commission services before sending the Grant Agreement..

Structure of the Description of Work

The structure of the Description of Work is described in the following document : structure of the Description of Work

NEF generates the Description of Work through :

  • A set of forms where beneficiaries can enter the information and workload for Work Packages, Deliverables, Reviews, etc... which will form the basis for the generation of the first part of the Description of Work, denominated as Part A, or Workplan Tables.
  • The ability to upload a free-text part, denominated as Part B, or narrative part.

NEF will collate this information in one single document. The final document is basically a concatenation of Part A and B of the Description of Work. See the final structure of the Technical Annex below.

Practically speaking, on the basis of the information provided, NEF will allow you to generate a document named "Description of Work".

Note: You must upload Part B as a PDF file as NEF does not allow the user toupload non-PDF documents.

How to Generate the Description of Work

The Description of Work, as a document generated by NEF, can be generated from the main screen of the system as described in the All NEF Forms topic. Just click on the "Description of Work" link to generate the document.

If the Part B of the Description of Work is not uploaded in the system, or is not uploaded as a PDF file, the last page of the Description of Work will contain "Insert Part B".

The links to manage the Description of Work are available on the main page of the project in NEF:

The Project Reviews Link 

Project reviews will provide you with a basic screen to define Reviews data and locations; the screen is quite simple and self-explanatory:

The information is exploited directly and generates a specific table in the Description of Work.

The management of work packages is slightly more complex to understand. The link will open  a list of work packages, deliverables, milestones, and a specific location at the bottom of the page to upload the Part B of the Description of Work:

The logic of the screen is that everything is declared while creating work packages and then the system deducts the list of milestones and deliverables from the information provided.

For instance, when you create a new milestone from a work package, you are proposed the following form:

The form allows you to create a new milestone or to select an existing one from an existing work package. Therefore a milestone can be attached to several work packages.

Controls enforced by NEF

NEF does not enforce all possible controls in the Description of Work forms: the system automatically computes the man month totals but, for instance, will not force you to have consistent figures between deliverable efforts and work package efforts. These controls are left to your Project Officer.
