Europe’s future: Open Innovation, Open Science, Open to the World

Publication cover

The RISE group published its book 'Europe’s future: Open Innovation, Open Science, Open to the World' on 15 May 2017. The report was presented to Carlos Moedas, Commissioner for Research, Science and Innovation, at discussed at a workshop in Brussels hosted by the Centre for European Policy Studies (CEPS).

Commissioner Moedas said: ''Making our science and innovation more open and international will help Europe respond to the challenges of globalisation and social sustainability that the Commission has recently highlighted. We should stand up in science and innovation to shape a truly inclusive globalisation. I am grateful to the members of RISE group for their thoughts and ideas which will contribute to my political agenda of Open Science, Open Innovation and Open to the World and encourage a broad reflection and debate throughout Europe on the economic and societal policy rationale for an open EU Research and Innovation strategy.'

The book will act as the basis for further reflection and debate throughout Europe with experts and stakeholders on the economic and societal policy rationale for an open EU Research and Innovation strategy.

Earlier work of RISE (June 2014-2015)

RISE has exchanged ideas and developed new policy concepts in meetings and workshops, issuing Policy Briefs and Policy Papers to support Commissioner Moedas and his team in their policymaking and agenda-setting process. The work of the group in 2015 touched upon key elements of R&I policy, including the value of investing in R&I and the importance of a strong science base for knowledge transformation. It elaborated upon the framework conditions for Open Innovation and gave special consideration to emerging trends, including Open Science; it also explored the global dimension of the European Research Area.

The reflection of RISE advisory body was underpinned by a broad range of evidence, mainly stemming from the experts' own sources. Nevertheless, support was also given by a limited number of smaller, focused background studies.
