EU Assistance and Co-operation with NIS countries in Science and Technology

     
 

FIFTH EU RTD FRAMEWORK PROGRAMME (FP5) (1998-2002):

Four Thematic programmes :
• Quality of Life and Management of Living Resources;
• User-Friendly Information Society;
• Competitive and Sustainable Growth;
• Energy, Environment and Sustainable Development & Research and
• Training in the Field of Nuclear Energy.

Three horizontal programmes : International Cooperation Programme (INCO-2), Innovation, Human Research Potential, the first two are open to the NIS countries and are described below.

In principle, no funding for NIS organisations except through INCO-2.
Project by project participation (funding only in exceptional cases if high EU interest).

INCO - Copernicus-2 (dedicated part of FP5)

  • pre-competitive research
  • NIS + Mongolia + non associated European Third States
  • areas: selected themes in environment; health; industrial technologies.
  • budget: 28 million euro 1999- 2002 (4 years);
    cost-shared activities: 1 main call for proposals in 1999 accompanying measures:
    • awareness & training (FP5)
    • conference support (in above- mentioned areas)

    • Chemistry; Life Sciences; Earth Sciences, Environment, Energy;
    • Engineering Sciences, Aeronautics, Space;
    • Economics, Social and Human Sciences.
  • 3 main calls for proposals: open and joint calls (1999, 2000, 2001);
  • research projects and networks; conferences, workshops;
  • infrastructural actions; young scientists programme;
  • agreements on scientific cooperation with NIS.

  • non-proliferation programme and conversion of military scientists;
  • EU: Party to the ISTC and the STCU Agreements (also other Western countries);
  • budget (EU): +/- 20 million euro/year from TACIS;

    • nuclear science;
    • information/communication;
    • physics/chemistry;
    • materials;
    • life sciences/biotechnology;
    • environment;
    • aeronautics, space.
  • partner programme (organisations from EU, US, Japan);
  • business management training programme;
  • patent support programme;

COST (Secretariat in Brussels at Commission)

  • coordination of national pre-competitive research/public utility;
  • 32 Member countries;
  • budget for coordination ˜ 48 million euro (1999-2002) from FP5; national research funding;
  • "à la carte" cooperation and mainly bottom-up approach;
  • 200 ongoing Actions in 18 main areas, NIS organisations involved in 27 Actions;
  • NIS organisations may participate project/project subject to mutual benefit.

  • mainly cooperation of companies, mainly market-oriented;
  • 26 full member countries - including Russia - plus EC;
  • research funding from participants;
  • 9 main technology areas (+7 clustered projects);
  • "à la carte" cooperation and mainly bottom-up approach;
  • 670 ongoing projects, including 31 projects involving Russia (clusters excluded).
