The Management of EU Research Programmes

As part of the preparation for the ministerial colloquium organised on 28 April 1998 on the management of EU research programmes (see Press Release of 29 April 1998), the Commission prepared a dossier setting out some data on programme management as well as some of the Commission's ideas for improving its management performance. Discussions at the colloquium were focused around the main areas of concern identified in the document and in preparatory working groups:

  • involving the scientific, industrial and user communities more in the implementation of programmes;
  • improving the efficiency and transparency of management procedures;
  • comparing and 'benchmarking' the Commission's performance with other organisations.
As noted by the Chairman of the colloquium, John Battle (UK Minister for Science, Energy and Industry), the colloquium was part of the continual dialogue between the Commission and the Member States on improving research programme management. As part of this dialogue, the Commission was asked to report annually to the Council on achievements and progress in managing the programmes.
