The policy framework for international cooperation in research and innovation
On 14 September 2012, the Commission adopted a Communication entitled 'Enhancing and focusing EU international cooperation in research and innovation: a strategic approach' (COM(2012) 497). The Communication sets out a new strategy for international cooperation in research and innovation, in particular with a view to implementing Horizon 2020. The Communication is accompanied by a Staff Working Document providing further background information and analysis.

On the 16th of January 2013, the EESC Plenary adopted the
opinion on International cooperation in research and innovation (rapporteur Mr WOLF, DE - III) by 133 votes in favour, 1 against and 2 abstentions.
- During its 100th session, on 11-12 April, the Committee of the Regions adopted an
opinion on international cooperation in research and innovation (rapporteur: Paolo Valentini Puccelli).
- On 30 May 2013 the Competitiveness Council adopted
conclusions on the Communication 'Enhancing and focusing EU international cooperation in research and innovation: a strategic approach'. The conclusions acknowledge the importance of international cooperation and strongly support the new strategic approach advocated by the Commission.
