Objectives

The directorate for international cooperation promotes and facilitates the coherent and strategic development of EU International policy in research and innovation, thus contributing to fully tap the potential of Horizon 2020 as the most open research and innovation programme in the world.

It acts as a "knowledge centre," organises and supervises policy dialogues with key third countries and regions, works on "Framework" conditions by identifying barriers and obstacles to increased international cooperation and measures to tackle them. It coordinates international cooperation activities within the thematic areas in order to achieve "scale and scope" and ensure a "win-win situation" with the aim of substantially increasing international cooperation in key strategic areas.

Policy coordination, EFTA and enlargement countries, Russia, Asia and Pacific

Unit C.1 coordinates the overall development and implementation of the EU international cooperation policy in research and innovation. The Unit also coordinates the preparation of the Work Programme. It promotes the overall coherence of the international cooperation activities throughout the Framework Programme for research and innovation. It is responsible for the preparation of International S&T agreements, including association agreements to the Framework Programme. It coordinates the development of the cooperation with the countries and regions within its geographical remit, promoting coherence with Member States' actions and with other EU policies and instruments. It also manages horizontal policy support projects related to its geographical remit.

North America, Latin America and Caribbean

Unit C.2 coordinates the development of the cooperation with the countries and regions within its geographical remit, promoting coherence with Member States' actions and with other EU policies and instruments. It also manages horizontal policy support projects related to its geographical remit. The Unit also coordinates the network of research and innovation Counsellors in the EU Delegations.

European Neighbourhood, Africa and Gulf

Unit C.3 ensures the overall coordination of the Commission cooperation with Member States in the context of the Strategic Forum for International Cooperation (SFIC) and its links with the other ERA Groups and ERAC. It coordinates the implementation of the Work Programme, including interactions with the Programme Committee. It manages the network of contact points for research and innovation in third countries. The Unit also acts as the focal point for synergies between the Framework Programme for research and innovation and the Development cooperation instruments. It coordinates the development of the cooperation with the countries and regions within its geographical remit, promoting coherence with Member States' actions and with other EU policies and instruments. It also manages horizontal policy support projects related to its geographical remit.

Administration and finance

Unit C.4 provides administrative, legal and financial support in the pursuit of the Directorate's goals and in the interest of its beneficiaries. It has particular responsibility for the planning and execution of the Directorate's budget (including the budget for research and innovation in EU delegations) and contributes to an optimal use of resources in accordance with legality/regularity and sound financial management. It is also responsible for the evaluation and selection of proposals. It coordinates the preparation and implementation of the communication plan of the Directorate. The Unit also aims to strengthen the Directorate's internal controls and monitors the implementation of audit recommendations.
