Egypt is participating in the Barcelona process and has signed an Association Agreement with the EU, which entered into force on 1 June 2004 July 2005. Under the term of the Agreement, the EU and Egypt commit themselves to co-operate in a wide range of areas including: strengthened political dialogue, trade, economic, social and cultural issues.
Egypt is a participant to the European Neighbourhood Policy. An Action Plan, which includes mutually agreed priorities and objectives in the areas of political, economic, commercial, justice, security and cultural cooperation was formally adopted at the EU/Egypt Association Council in Brussels on 6 March 2007. Implementation, notably through the sub-committees established under the Association Agreement, is on-going. Research activities are dealt with in the Research Development and Innovation subcommittee.
A Scientific and Technological cooperation agreement between the EU and Egypt was signed on 21 June 2005. A Joint EC-Egypt Committee has been established with the functions of ensuring, evaluating and reviewing the implementation of the Agreement, identifying potential sectors of cooperation and discuss future orientations and priorities of research policies and planning in Egypt and the Community and the prospects for future cooperation within the Agreement.
The first meeting of the Joint EC-Egypt Committee took place in July 2006 during which a useful exchange of information took place on research cooperation and some possible actions for further cooperation had been identified.
A second Joint Committee meeting took place in Cairo on 20 June 2007, in which EC and Egypt presented the latest developments in their respective research policies and discussed in more detail a number of research areas on which increased cooperation would represent a mutual benefit. The operational outcome of the Joint Committee is reflected in a Roadmap which is to be considered as a rolling agenda for the further cooperation between the EU and Egypt.
