ASEAN-EU STI Days 2016

The ASEAN-EU Science, Technology and Innovation Days are a forum style event, initiated by the European Commission’s 7th Framework Programme funded SEA-EU-NET II project. The ASEAN-EU STI Days 2016 will be organised in Hanoi, Vietnam, from 10-12 May, 2016. This year’s edition of the event will focus on presenting academic/industry collaborations in and between ASEAN and the EU in the context of common key societal challenges for both regions.

The number of scientific workshops and expert sessions on various topics – like infectious diseases, water, food, energy nexus, metrology, ASEAN Economic Community and innovation – is expected to amount to 15, the expected number of participants ranges between 300-400, mainly from Southeast Asia and Europe. The STI Days are an ideal occasion for networking and exchange of ideas in thematic areas like Health, Environment, Water, Food Security & Safety or Innovation. A Brokerage Event connected to the previously mentioned topics, field visits to major research and innovation organisations in and around Hanoi as well as a paper and poster competition make the programme even more attractive. The STI days are generally visited by policy makers, company representatives, researchers and research administrators from both regions.

Policy Background

Scientific cooperation with South-East Asia has become a high priority on the political agenda since the 16th ASEAN-EU Ministerial Meeting in Nuremberg, Germany in 2007.

Mutual interest in further strengthening the co-operation and the reciprocal will to share experience on S&T issues of common concern were the main driving forces. This was also supported by the strong participation of ASEAN participants in the EU Research Framework Programmes. As a follow-up of the meeting, a plan of action (PoA) was drawn up which serves as the master plan for enhancing ASEAN-EU relations and actions for cooperation in S&T. A first and second informal ASEAN-EU Dialogue were held at Ministerial level respectively in 2008 and 2009. The outcome was to launch a Dialogue on S&T and to regularly meet at Senior Official level between the ASEAN Committee of Science and Technology (COST) and the EU.

The ASEAN-EU Dialogue on S&T Cooperation

During the meeting it was agreed to formalise the ASEAN-EU Senior Officials Dialogue Meeting on Science and Technology and the terms of reference were prepared to serve as a permanent platform for strengthening the bi-regional dialogue.     the parties agreed to enlarge the already well-established cooperation with additional areas, including material sciences and socio-economic sciences, which were priority areas for both ASEAN and FP7

    the ASEAN delegation provided information on the new "Krabi Initiative" for the 'Future of Science, Technology and Innovation for a Competitive, Sustainable and Inclusive ASEAN by 2015 and beyond'. The "Krabi Initiative" is a strategic plan aimed at reinforcing ASEAN competitiveness through research and innovation. The Committee also endorsed the initiative for a '2012 ASEAN-EU Year of Science, Technology and Innovation'

    the meeting endorsed the launch of the Pilot ASEAN Networks of Excellence with support from the EU Regional EU-ASEAN Dialogue Instrument (READI)

    both parties agreed to focus the cooperation on three issues: talent mobility, developing joint funding mechanisms and frameworks for IPR protection. In addition, it was decided that the Regional EU-ASEAN Dialogue Instrument facility and Horizon 2020 would assist in the development of the next ASEAN Plan of Action on Science, Technology and Innovation (2015-2020). The ASEAN Ministers noted the updates in their Ministerial Declaration
  • 6th ASEAN-EU Senior Officials Dialogue Meeting, planned to take place in Vientiane, Laos, November 2015
    both parties will review earlier commitments, and look at regional and subregional issues of mutual interest. Policy exchanges and update on each other programmes will help build coherence for joint actions



SEA-EU-NET II (2012 - 2016)

SEA-EU-NET 2 has been set up to expand scientific collaboration between Europe and Southeast Asia (SEA) in a strategic and coherent manner. The four year project involves 21 institutions from the two regions and is deepening collaboration by:

  1. Intensifying the bi-regional dialogue between EU and SEA S&T policy makers
  2. Jointly tackling societal challenges in the fields of health, food security and safety, metrology, and water management
  3. Increasing the level of SEA participation in Horizon 2020
  4. Analysing in detail the current state of EU-SEA S&T relations
  5. Extending the dialogue on EU-SEA S&T co-operation to include a wide range of stakeholders
