Stakeholder Workshop: “Shaping how Horizon Europe is implemented”

The Commission starts preparing the implementation strategy for Horizon Europe – the next EU research & innovation framework programme. This goes in parallel with the legislative process in Council and Parliament. As the negotiations achieved a Partial General Approach in November and continue to advance at a high speed, we must progress equally fast on the implementation in order to be ready for the first calls in 2021. To achieve this goal we need the input from our stakeholders, and this is the reason for doing this workshop now.
We will discuss the implementation of Horizon Europe with European umbrella organisations. We will cover the entire project life cycle, from proposal submission to efficient reporting and exploiting results. The rules and simplifications put in place for Horizon 2020 are a good starting point because they are widely acknowledged as a big step ahead. For Horizon Europe, we want to go further and make the programme yet easier to use and more attractive for the best researchers and innovators. In addition to the workshop, we will use the lessons learnt throughout the last years, and the European Court of Auditors special report on H2020 Simplification, which is very positive overall and provides constructive recommendations on how to simplify further. On the other hand, we are not going to change for the sake of change, but keep what proved to work well.
