Q: What is the Research Clearing Committee?
A: In the context of the simplification initiatives for EU research and innovation funding, the Research Clearing Committee ("the Committee") was set up to ensure the uniform interpretation of the research rules among the different Commission services. The Committee is empowered to take final decisions on matters related to the implementation of the whole project cycle, as well as on all management matters having an impact on the participants in the research Framework Programmes. The Committee can be consulted on any legal, financial and management matter for which there is no common position among the implementing services.
At present, the Committee is composed of the European Commission's Directors-General responsible for FP7 (DG RTD, INFSO, ENTR, MOVE, ENER and EAC), along with representatives of the two Executive Agencies (REA and ERC) appointed as observers. The Committee decisions are taken by consensus and are binding on all the services implementing the research framework programmes.
