Q: Annex 3 of Guide for applications states that "Personnel costs are only the costs of the actual hours worked by the persons directly carrying out work under the project. Such persons must be directly hired by the beneficiary in accordance with its national legislation. Does that mean that only payroll cost from listed participants will be accepted as personal cost? Will a cluster member company not listed as participant but directly carrying out work in the project will be considered subcontractor?
A: Yes - your interpretation is correct, a sub-entity carrying out work in a project but not actively a participant would need to be subcontractor in the project.
