Q: Participants in Collaborative Projects are required to conclude a consortium agreement. Should the agreement be signed at proposal submission phase and is it part of the proposal? Alternatively, are partners' declaration (Power of Attorney) enough in this phase?
A: At the submission phase there is no need to conclude the Consortium Agreement. That is going to happen in the negotiation phase before the contract with EC is signed. Supposing your proposal is positively evaluated. At the stage of submission your proposal you need to list your partners / consortium participants.
