Olowo Martin OTEBA

Mr. Oteba Olowo Martin has a long experience in health and pharmaceutical policy
development, Pharmaceutical sector management and regulation.
Previously Mr. Oteba served
as head of inspectorate at the Ministry of Health and later the National Medicines Regulatory
Agency in Uganda, an institution he played a central role in its establishment.
He was part of the
faculty at the Makerere University Medical School, department of pharmacy 1991 - 1995.
Martin contributed immensely to the incorporation of the pharmaceutical agenda into the overall
East African Community health agenda and the ultimate establishment of the East African
Regional Medicines and Food Safety Commission launched very recently.
Throughout his carreer Martin has contributed to a number of articles and publications on Health
Systems Reforms in Uganda, pharmacy Practice and Pharmaceutical Supply Chain
Management and participated in a number of regional and global health diplomacy activities.
Mr. Oteba holds an M.Sc (Pharmacy) from Pyartigorsk Institute of Pharmacy (USSR), a Master
of International Health from the University of Copenhagen and currently an MBA candidate at
the Eastern and Southern African Management Institute and Maastricht School of Management
(ESAMI/MsM) joint programme.
