Involving non-EU countries

Encouraging international participation in EU research from outside the Union is a priority of the Fifth Framework Programme as a whole and of its constituent parts such as the Growth Programme.

Organisations from non-EU countries and international bodies may participate in Growth Programme research. Those from associated states, which include accession countries, EFTA/EEA countries, Israel and Switzerland (from the beginning of 2001), may participate with EU funding.

Entities from third countries, which include other European states, countries of the former Soviet Union and Mediterranean partners - such as Algeria, Egypt and Morocco - may participate but without community funding.
