Q: What is an Executive Agency?
A: An executive agency is an organisation which is entrusted with specific tasks of management for Community programmes, set up in line with a Council Regulation (EC 58/2003). The role of carrying out, literally “executing”, management tasks of a routine nature means that the agency can concentrate on that specific task, leading to a more professional and effective service for the Community, while freeing up the Directorates-General within the Commission to concentrate on other work. Unlike regulatory agencies, the executive agencies have no policy role. Also unlike regulatory agencies, executive agencies are all located in Brussels or Luxembourg. The Seventh Framework Programme for Research, Technological Development and Demonstration Activities (FP7) foresees two executive agencies: the Research Executive Agency, and the European Research Council Executive Agency.
