Q: What are the research themes "Space" and "Security"?
A: The largest part of the FP7 budget is in the "Cooperation" specific programme. Most of the themes of this programme remain within the research directorates general of the European Commission. This is because of their complexity and because they often have policy-related aspects, which the Research Executive Agency (REA) cannot manage. However, certain parts (about 50%) of the two themes Space and Security will be managed by the REA. This is because these areas are new to the framework programmes and it is relatively easy to set up the management infrastructure in the agency environment. However, as there are policy and security issues related to some parts of these themes, only a part can be transferred to the agency setting.
