The current programme is Horizon 2020

Q: How can I tell whether the Commission considers my organisation as public or private sector (IAPP)?
A: Private sector means earning the majority of revenue through exposure to commercial markets and typically implies commercial activities. As a result not-for-profit organisations or NGOs would normally be considered as public sector for the purposes of the IAPP scheme.
