Q: FP7 work programmes - who proposes the drafts?

A: The Commission prepares draft work programmes based on extensive consultation, including of Member States and of experts in the field, namely through the established Advisory Groups. Also many on-line consultation are run in various domains. There are, however, no single consultations since the work programme is a very large document containing many parts and fields of research.
