Q: I understand that your rules regarding the minimum conditions for participation in FP7 are that 'At least three legal entities must participate, each of which is established in a Member State or Associated country, and no two of which are established in the same Member State or Associated country;'. However, what if there are more than 3 participants? Would that mean then that 2 participants can come from the same member state? e.g. Paris, Barcelona, Cambridge AND Oxford?
A: The answer to your question is affirmative. As far as the requirement relating to the minimum consortium composition is fulfilled, the place of establishment of OTHER partners (i.e. over and above the minimum consortium composition) is of no relevance.
