Fisheries and Aquaculture - Towards sustainable development of fishing and aquaculture activities

“To improve the scientific basis for fishery management in third country regional seas.”

The problem

The European Union wishes to improve fishery agreements concluded with third countries, particularly developing coastal states, through the concept of partnership agreements. These accords aim to promote responsible and sustainable fishing in the interests of all concerned. This requires that resources and ecosystems are monitored on the basis of the best available information and exploited at levels compatible with their conservation. This also involves developing data and resource management training programmes with third-party coastal states.

ISTAM  Improving fishery data acquisition, management and analysis

Overview:

ISTAM will work closely with developing coastal states, and in connections with the UN’s Food and Agriculture Organisation (FAO) and regional organisations, to develop training systems that strengthen the basis for fishery assessment, management and conservation by:

  • Improving the quality and the quantity of data used
    for assessments
  • Enhancing the assessments and interpretation by identifying the most appropriate methods for the information available
  • Improving the quality and availability of
    documented data
  • Identifying and prioritising future needs to improve the quality and the quantity of information that supports fishery management

Contribution to policy development:

  • ISTAM will help the EU and Member States meet their international obligations for sustainable fisheries and environmental protection as set out in the FAO Code of Conduct for Responsible Fishing and the Johannesburg declaration on sustainable fisheries
  • The training programmes will help provide more robust scientific foundations for fishery agreements that the EU negotiates with third country coastal states

Project deliverables

  • Report: Inventory of data sets and sub-regional information systems – January 2007
  • Report: Review of existing monitoring systems; analysis of data quality and estimates derived from them – July 2007.
  • Software for the joint analysis of exploitation and resource dynamics – July 2008
  • Guidelines for the, design, setting up, use and maintenance of monitoring systems –
    December 2008
  • A complete set of training manuals and materials available on the website – December 2008
  • Final report – December 2008

Dissemination

  • Regularly updated project website and annual newsletter – July 2006
  • Twice-yearly workshops will be throughout the project on data collection, collation, management and analysis; training handbooks will be prepared for wider dissemination
