The problem

Increasing waste production, fuelled by economic growth, poses a major challenge in environmental, social and economic terms. It also has implications for health. The effective treatment and management of waste is a critical factor in achieving sustainable development but general awareness of waste treatment technologies and approaches, and their impact in different contexts, varies greatly from one Member State to another. There is a need for sound analysis and comparison of available and emerging technologies and waste management systems, allowing accurate assessment by decision-makers of the best options available to them. 

Overview:

HOLIWAST will aim to enhance the treatment and management of waste in Europe by providing holistic analysis and decision-making support at local and regional level. In particular, the project will carry out:

• a multidisciplinary comparison of existing and emerging waste treatment technologies, applying tools such as cost-benefit analyses (CBA) and cost-effectiveness analyses (CEA)
• case studies of integrated waste management systems taking account of economic, environmental and social factors, identifying the most appropriate technologies in different contexts
• an evaluation of policy instruments and their application

Contribution to policy development:

• Provision of a tool to assess waste treatment technologies in a wide context
• Guidelines and recommendations for the use of results from case studies
• Priority criteria for best practice determination
• Criteria for benchmarking of available and emerging technologies

• Recommendations for effective implementation of policy instruments for waste management – Month 23
• Report on waste management options – Month 9
• Three ‘case studies’ evaluating the CBE/CEA of selected waste management systems and their socio-economic impact – in stages from months 12 to 18
• Report on raising public awareness and participation – Month 24
• Article summarising criteria and best practice recommendations for waste management policy-making at local, regional and national levels – Month 24
• European conference and publication of proceedings – Month 23
