Environment - Understanding the environment and the impacts of green technologies
“To develop web-based tools and guidance to support Aalborg Commitments signatories across Europe in developing, implementing, and monitoring policies for local sustainability.”

The problem

In 1994, European local governments adopted the Aalborg Charter which seeks to promote local sustainability. To date, over 2 300 European cities have become signatories. In June 2004, the Aalborg Commitments were adopted, at the Aalborg+10 Conference, to provide signatories with clearly targeted actions to help them implement the Charter. The Aalborg Commitments called for signatories to develop local programmes of action within 24 months. There is a need for support, guidance and training to assist local authorities in this process.

ACTOR  Acting to promote local sustainability


The ACTOR project will develop an internet-based toolkit and training package to help current and potential Aalborg Commitments signatories implement the sustainability principles of the Aalborg Charter.

The project will:

  • Provide a user-friendly on-line toolkit that catalogues existing resources, tools and guidance
  • Design several training modules on methodologies needed to implement the Charter
  • Produce a training package to download from a virtual training centre
  • Promote the overall toolkit and training package to local authorities

Contribution to policy development:

  • ACTOR will act as a policy driver to help local authorities set targets to implement the Aalborg Charter.
  • It will provide tools and training to support the implementation of the Urban Thematic Strategy (UTS), one of seven thematic strategies in the EU’s Sixth Environmental Action Programme
  • Catalogues of resources for local sustainability, including policy reports and research findings, to support urban sustainable development policy in Europe.

  • Scoping report on existing guidance, tools and resources – May 2006
  • Three city workshops (Southern Europe, Northern/Western Europe, and Scandinavian/Baltic region) – August 2006
  • English and translated versions of toolkit and training package – March, April, June 2007
  • Testing and piloting of draft toolkit and training package in local authorities – March and July 2007
  • Launch of toolkit and training package in seven EU languages – September 2007
