Statement issued as the outcome of the event (

- This workshop provides a forum for the experts from
the European Union and India to discuss threadbare both
current and far sighted issues related to natural disaster
and climate change. The following are the possible areas
of major themes of discussion during the workshop. Climate
Change
- Global warming and climate change.
- Atmospheric pollutant and climate forcing, Albedo
reduction
- Climate modeling: micro and meso scale
- Ocean – Atmosphere coupling – El nino.
- Middle atmosphere coupling process: stratospheric
ozone and climate interaction
- Tropical monsoon dynamics.
- Satellite climatology.
- Medium range weather forecasting.
- Ocean mechanisms and climate change.
Natural Disasters
The expected
outcome of the Thematic Workshop is the following
-
To gain first
hand knowledge of state of art in a given thematic
research area in Europe and India
-
To provide a platform
for networking, match making and to establish contacts
between Indian and European researchers drawn from
academia, public research laboratories and industries
with complementary interests;
-
To evolve international
research cooperation projects and actions with European
and Indian partners to be submitted under the EC
Sixth Framework Programme (EC FP6) Thematic priorities
e.g. EC FP6 Global change and Ecosystems; Human
Resources and Mobility Initiatives; International
Cooperation with developing countries (INCO-DEV)
related call for proposals.

On 6-7 May 2004,
the Commission held a Symposium on "EC Global Change
Research: International Partnership", the venue
being the "Academy Palace of Sciences and Arts"
in Brussels.
This conference discussed
results to date and examined ways to reinforce the cooperation
between European and global Initiatives on Earth System
Science.
Understanding the
Earth System is crucial to achieving Sustainable Development.
Improved knowledge on global change processes and interactions
with human activities is required to implement policy
objectives on human welfare and safety, protection of
environment and economic development. Considerable progress
has already been made through European Union research
on Global Change in collaboration with International
Programmes.
Opening speeches were given by Research Commissioner Philippe
Busquin, by the Secretary General of WMO (World Meteorological
Organisation), by the Chairman of IPCC (Intergovernmental
Panel for Climate Change) and by a representative of the
ESSP (Earth System Science Partnership).
Mr Valette, on behalf
of Mr. Mitsos, Director-General for Research at the
European Commission, also addressed the participants
on the Group on Earth Observations (GEO) initiative.
Mr. Mitsos with other government representatives from
USA, Japan and South Africa co-chairs GEO.
Leading scientists
gave speeches and participated in discussions. This
included a presentation given by Prof. Paul Crutzen,
Nobel Laureate for Chemistry, on "Atmospheric Chemistry
in the Anthropocene".

Commission and the United States
Second Joint Climate Change Science and Technology Workshop
The European Commission
and the United States convened the Second EC-U.S. Joint
Climate Change Science and Technology Workshop at the
Institute of Atmospheric Sciences and Climate of the
Italian National Research Council in Bologna on January
29-30, 2004, at the invitation of the Research Directorate-General
of the European Commission. The meeting was conducted
under the 2002 agreement of ministerial-level representatives
to the U.S.-EC High Level Dialogue on Climate Change
to enhance cooperation on climate-related research.
Dr. Anver Ghazi, Head, Global Change Unit of the European
Commission Research Directorate-General and Dr. Harlan
Watson, U.S. Department of State Senior Climate Negotiator
and Special Representative led the respective delegations.
