Dr. Tomasz Kosmider is President and Managing Partner of the Technology Partners Consortium/Foundation (TPF). TPF is a leading association of Polish applied R&D Institutes, employing over 1000 researches, and was recently awarded the status of Centre of Advanced Technologies by the Polish Minister of Science. TPF runs its own research projects, but only those that involve several partners (local or foreign). TPF is supervised by the Minister of Science.
Dr. Kosmider has a wide and solid international experience in management of large companies, large projects and R&D activities. He has held many top management positions, including:

  • National Bank of Poland – Director General, Banking Computer Centre, (Management of utilisation, development and investment of EDP and IT sector at the Bank);
  • GEOKART International Consulting Engineers, Warsaw – Deputy director general; President of Independent Telecommunications Group, preparing and carrying out the Polish Telecommunications Network Development Study; Director (founder) of GEOKART office in Africa (Algeria 1985 - 1990), responsible for management, programming of consulting services export, joint research projects and engineering projects (cartography, hydrology, transport infrastructure, civil engineering, performed by over 200 engineers and scientists).

He has also served as Leader or International Expert in many projects carried out by Arthur D. Little in Poland and other European countries. During 1995-2000, Project leader for PHARE funded SCI-TECH I and SCI TECH II Reform Programme for Science & Technology Sector, Poland. Projects in Poland: Restructuring Scheme for Institutes, Training of Institute Management and Staff, Institute Restructuring & Training, and Pre-accession Strategy.

He has knowledge of European Union institutions and activity, particularly in the areas of industrial policy and R&D issues (PhD thesis on this subject; six years work as Economic attaché at Polish Embassy in Brussels, responsible for S&T and commercial matters related to EU).

Tomasz Kosmider has participated in a number of UN, EU, UNESCO, OECD and other international conferences on technology transfer S&T co-operation and R&D management (several times elected as reporter or chairman). He has practical knowledge of business and management education issues and professional and post-graduate training. Director of one of the first Master of Business Administration programmes in Poland.

Dr Kosmider has also served as Expert in Proposal Evaluation under FP5 and FP6.
