Ongoing research projects and actions

Research into nuclear fission and radiation protection is carried out under the Seventh Euratom Framework Programme link 1 (Euratom FP7), covering the five-year period 2007–11. It is complementary and runs in parallel to the general EC framework programme (EC FP7, 2007–13), though owing to the different legal bases there can be slightly different rules regarding such issues as rules for participation and dissemination of information.

Euratom FP7 comprises two distinct specific programmes for nuclear energy research:

  1. one for direct actions – research carried out directly by the EU
  2. one for indirect actions link 1 – research carried out by Europe-wide project consortia receiving funds from the EU.

Direct research actions are undertaken by the European Commission’s Joint Research Centre link 2 and have an overall budget of €517 million for the period 2007-2011. Indirect actions are managed by the Commission’s Research Directorate-General. Its budget for the same five-year period is €287 million for nuclear fission and radiation protection research. Nuclear fusion research link 3 under Euratom FP7 has a budget of €1 947 million.

How is the specific research programme implemented?

Euratom indirect research actions are initiated via annual work programmes formulated by the European Commission, in consultation with the nuclear R&D community, and subject to approval by the EU Member States. The work programme is established using a wide range of inputs to ensure that the activities supported maintain direct relevance to the evolving research needs of industry and EU policies in the nuclear field.

How are indirect research actions and projects being funded?

Euratom work programmes are implemented via periodic – usually annual – calls for proposals link 4. Following the submissions by the research community, the European Commission uses independent experts from the various domains to select the best proposals for eventual funding. In Euratom FP7 a number of funding schemes are available, namely collaborative projects, networks of excellence and coordination and support actions. Funding is on the basis of no profit and shared cost, with the partners bearing on average half the cost of the effort undertaken. Activities to promote and develop human resources and mobility, such as training and career development for researchers, are also supported, often via dedicated work packages in the collaborative and other projects/actions.
