The European Union has a fully integrated and co-ordinated programme in fusion research with participation by the majority of Member States and associated third states. The programme is managed by the European Commission, which is assisted by a consultative committee of Member State representatives in the implementation of the programme.

This co-ordinated programme, encouraging collaboration between the laboratories in all the Member States and associated states and avoiding unnecessary duplication of efforts, has maximised the benefits to Europe of the investment made in fusion research. Moreover, the collective approach has made possible progress that could not have been achieved by any single Member State. As an example of this, JET is the world’s largest and highest performance fusion device – and the only experiment capable at present of operating with the deuterium/tritium fuel mixture which will be used in future power stations. Behind this success lies the work of over 2 000 fusion research workers in European laboratories.

Overview of Fusion R&D in Europe - Research into fusion has been an important component of EURATOM programmes for almost 50 years. Today, fusion R&D in Europe is implemented within the framework of:

  • Associations - Contracts of Association with organisations in, or acting for, Member States (and Associated States) for activities in physics, plasma engineering and fusion power plant technology.
  • The European Fusion Development Agreement (EFDA) incorporating technology activities in the Associations and European industry, the collective use of the JET facilities, as well as the European contribution to international collaborations such as ITER.
  • An agreement on the promotion of mobility of researchers which provides financial support for the exchange of personnel. Training and mobility of young researchers is supported by the European Commission’s EURATOM Fellowship scheme.

In addition, other contracts of limited duration are employed for specific purposes, and a number of technological developments are contracted directly to European industry.

The Community is contributing a total of 824 million euro over the four year duration of FP6, including contributions from Associated (non-EU Member) States. The total annual expenditure on fusion R&D (Community plus Member States' contributions) is about 500 million euro per year.

Implementation of fusion activities in the 23 Associations within FP6 is being managed by the European Commission. Each Association has a Steering Committee, made up of local and Commission representatives, to direct its overall programme. A committee of representatives from the Member States, the Consultative Committee for the EURATOM specific research and training in the field of nuclear energy (fusion), or CCE-FU, advises the Commission on programmatic and strategic issues as well as funding allocations. The overall planning and supervision of EFDA activities is carried out by a Steering Committee on which all the Associates and the Commission are represented.
