First meeting of the RTD-MOST Subcommittee on fusion energy research under the "Agreement between the European Atomic Energy Community (Euratom) and the Government of the People's Republic of China for R&D Cooperation in the Peaceful Uses of Nuclear Energy" (R&D PUNE Agreement)
The bilateral Agreement entered into force on 11 August 2008. The first and constitutive meeting of the RTD-MOST Subcommittee on fusion energy research (FU-1) was held in Culham (UK) on 12th April 2012, hosted by EFDA.
The Chinese delegation of seven members was headed by Mr. LUO Delong, Deputy Director-General ITER China Domestic Agency, while the Euratom delegation of ten members was headed by Mr. Hervé PERO, Acting Director of DG RTD-K on energy research and innovation. The main outcome of the FU-1 was the following:
Both parties agreed to reinforce the bilateral cooperation and established a bilateral Work
Programme (2012-2020) composed of three packages:
- Joint programming of priority topics;
- Specific actions on training and education;
- Development and use of research infrastructures.
The parties discussed the potential access and participation of China in the JET programme of operation and exploitation in order to contribute to the development of the ITER operating programme and also to facilitate the training of future ITER managers and operators. In this respect, the Chinese delegation is ready to send scientific staff to JET.
The Chinese delegation has welcomed the European participation in the launched decision-process to build the 'Chinese Fusion Engineering Testing Reactor (CFETR), which will be mainly aimed at addressing nuclear technologies relevant to DEMO, to test materials and components in integrated fusion nuclear environment, to demonstrate tritium self-sufficiency and the physics issue for a reactor.
A specific working group was set up to develop those packages, so that a detailed bilateral Work Programme should be approved at the second bilateral meeting planned to be held in October 2012, in the margins of the IAEA Fusion Energy Conference 2012, in San Diego, USA.
