Background:
Antibiotic resistance has been a subject of growing concern in the past decades. In fact, since antibiotics have been used widely in animals as veterinary drugs or growth promoters, this wide use has contributed to the emergence and spread of resistance.
Hence, the risk of transfer from animal to man has been discussed and several reports recommended the control of antibiotic use in animals and the monitoring of resistance to antibiotics in animals, man, food and the environment.

Objectives:
The objective of this action is to propose recommendations to build an European scientific network for the study in animals of antibiotic resistance to zoonotic agents, indicator bacteria and veterinary pathogens. This scientific network will be created to provide the basis for a monitoring network of antibiotic resistance at the European level and to discuss and define new scientific approaches for a better evaluation of the risks linked to the use of antibiotics in animals. This European network studying resistance of bacteria in animals will be connected to similar networks in human medicine.

Description:
In order to build an European network to monitor antibiotic resistance in zoonotic bacteria, it was necessary to know the existing national networks and their working methods.
A summary report was elaborated on the national programs and their methodologies and was the basis for the discussions of the group.
It appeared that all participating countries monitored the resistance at different levels.
Three categories of bacteria were monitored: zoonotic agents isolated from animals and pathogenic to humans, indicator bacteria isolated from intestinal tract, reservoir of resistance genes and veterinary pathogen bacteria, for which monitoring aims to forecast the efficacy of treatments.
Most programmes used disk diffusion and some control strains but it was necessary to agree on a common testing method.

Current situation/results:
The group organised three meetings, which elaborated microbiological and epidemiological recommendations for a European harmonised monitoring network on the basis of a report on national monitoring methodologies. These recommendations will be shortly available on our web site. Other discussions are planned on data reporting and the use of molecular biology. The group also discussed ways of research dealing with resistance. These discussions were the starting point for research projects proposed within the Fifth Framework Programme.
In addition, an international symposium gathering 250 participants was organised at the end of 1999. A special issue in a scientific journal will be published and summaries of communications are available on the site
