The Hungarian (public) agricultural research system

The Hungarian agricultural research system is a part of the national innovation system. The latter consists of 3 main components:
- the governmental organisations
- the Hungarian Academy of Sciences, and
- the research and technology institutions

The national system of governance of innovation policy includes:

- the Science and Technology Policy College which is the highest government level consulting body of science and technology policy, and it is assisted by the Science and Technology Advisory Committee.
- the National Office of Research and Technology, which, from 01.01.2004, is responsible for the planning and implementing of the Hungarian science and technology policy. The Office coordinates the activity of the Research and Technology Innovation Fund and of the Agency for Research Fund Management and Research Exploitation, responsible for managing the R+D support programmes financed from the above Fund.
- the Hungarian Academy of Sciences, which is an autonomous public body. The Academy supports the development of sciences, establishes and maintains research institutes. Its share is more than 50 % in natural sciences, and more than 40 % in basic research.

The total number of R+D units in Hungary (in 2002): 2.426
143 R+D institutes and other research institues
1.613 R+D units of higher education
670 R+D units of enterprises.

Priority areas of the government programme of 2002:

- innovation conducive legal framework
- making Hungary attractive as an R+D site
- enhancing the protection of intellectual property
- increasing the sources for innovation in SMEs.

The main specific objectives of the National Development Plan 2004-2006:

- creating a more competitive economy
- improving the use of human resources
- ensuring better environment and basic infrastructure
- a more balanced regional development.

The Economic Competitiveness Operative Programme has got 5 priorities:

- investment promotion
- development of SMEs
- R+D, innovation
- development of the information society and e-economy
- technical assistance.

Measures for the development of R+D and innovation:

- support of application-oriented cooperative research and technology development activities
- improvement of the conditions of research, technology transfer and cooperation at publicly financed and non-profit research facilities
- reinforcement of corporate R+D capacities and innovation skills

In 2002 Hungary spent 1,01 % of its GDP for R+D. Composition of the R+D expenditure: 59 % from the state budget, 30 % by the enterprises, 10 % from foreign and international organisations and 1 % from other domestic sources.

Breakdown of research expenditure by types of activity (in 2002):
basic research 31 %, applied research 32 %, experimental development 37 %.
