The Hungarian (public) agricultural research system

The Hungarian agricultural research system is a part of the national innovation system. The latter consists of 3 main components:
- the governmental organisations
- the Hungarian Academy of Sciences, and
- the research and technology institutions

The national system of governance of innovation policy includes:

-the National Research, Innovation and  Science-Policy Advisory Committee.

-Ministry for National Economy (NGM), supervising the National Innovation Office (NIH) which is the research, development and innovation organization of the Hungarian Government, dealing mainly with strategy questions. It provides professional support for private and government initiatives aiming to exploit and promote the market access of national R&D results. To this end it has a team of analysts and information management experts. NIH supports national and international cooperation, and incents the formation of innovation networks -

-Ministry of National Development (NFM) supervising the National Development Agency. (NFÜ) The institution is responsible inter alia for the following: co-ordination of the operational programmes ‘planning ; monitoring of their implementation; finalisation of the calls for applications; selection of the developments, investments to be awarded support; operation of the related system of institutions; administration of the necessary EU consultations and preparation of the prescribed documents.

- the Hungarian Academy of Sciences, which is an autonomous public body. The Academy supports the development of sciences, establishes and maintains research institutes. Its share is more than 50 % in natural sciences, and more than 40 % in basic research.

The SCAR committee is supported by a Secretariat with staff from the Commission's Directorate-General for Research and staff made available to SCAR from Member States (‘virtual secretariat’). The Secretariat is in charge of the preparation and follow-up of forum meetings (e.g. coordination of the agenda, invitation, documents for the meeting, minutes) and provides assistance to the working groups.
