SCAR - National Research Systems - Austria
Austrian Research Policy
Political responsibility for the development of the research and innovation system is divided between several ministries, which manage their funding activities through agencies and research promotion funds. At the federal level, responsibility for research and technology policy as such is borne by three ministries, plus the Ministry of Finance, which has budgetary responsibility – with each ministry taking the lead for different agendas.

In addition to these ministries with direct responsibility for research, technology and innovation, there are also other ministries which administrate their own research budgets like the Ministry of Agriculture, Forestry, Environment and Water Management (BMLFUW) and theMinistry of Health and Consumer Protection (BMG).

In 2011 the Austrian Federal Government launched its Strategy for Research, Technology and Innovation for the next decade. The strategy is in implementation now and will be a guiding instrument to approach the Europe 2020 national R&D target, and to contribute to the implementation of the Innovation Union.

Agricultural Research in Austria

Agricultural research is mainly funded by the Ministry of Agriculture, Forestry, Environment and Water Management (Lebensministerium) within the programme PFEIL 15 (Programme for Research and Development of the Ministry of Life 2011 – 2015) The Ministry of Agriculture, Forestry, Environment and Water Managementy manages the R&I activities by its Federal offices, external research funding and the Austrian climate research programme. The SCAR committee is supported by a Secretariat with staff from the Commission's Directorate-General for Research and staff made available to SCAR from Member States (‘virtual secretariat’). The Secretariat is in charge of the preparation and follow-up of forum meetings (e.g. coordination of the agenda, invitation, documents for the meeting, minutes) and provides assistance to the working groups.
