Operational Programmes worth €132.4 billion have been adopted in 2014

These OPs unleash investments under the European Regional Development Fund (ERDF) and the Cohesion Fund worth EUR 132.4 billion.

Regional Policy programmes for France, Luxembourg, Ireland, Croatia, Slovenia, the Netherlands, the United Kingdom, Slovakia, Malta, Cyprus, Greece, Estonia, Finland, Latvia, Denmark and Lithuania are now adopted. Germany and Poland have also most of their programmes adopted.

Commenting on these adoptions, Commissioner for Regional Policy Corina Creţu said:  "Stepping up our efforts this week, we have managed to adopt a total of 148 vital investment programmes. This represents tremendous progress and I want to stress how fruitful the cooperation has been between the Commission and the national and regional authorities during discussions on these programmes; it is a very good sign for our collaboration for the coming years. I intend to keep this pace in early 2015, so we can start implementing these programmes on the ground as soon as possible. Each and every one of these programmes pave the way for a prosperous future in Europe's regions."

Summaries of the Operational Programmes for Cohesion Policy Funds 2014-2020

Boosting Romania's competitiveness: EU adopts investment plan worth €1.58 billion

The European Commission has today adopted the 2014‑2020 Operational Programme for Competitiveness in Romania, worth more than €1.58 billion of investments to the Romanian real economy, of which €1.32 billion comes from the European Regional Development Fund (ERDF).

This investment programme will channel vital funding into Research and Development (R&D) to build a more compact and modern R&D environment that focuses on the businesses' needs. It is expected that the programme will better valorise the research capacities from the public sector, strengthen the links between businesses and research institutions and boost private investments in R&D, thus contributing to bolster the competitiveness of the Romanian economy.

Investments will also focus on improving the quality and use of public electronic services benefiting businesses and citizens. The use of information and communication technologies in education, culture and health will be encouraged. The programme will also enable the further deployment of fast broadband infrastructure for the whole country, creating essential linkages between rural areas with the urban centres.

European Commissioner for Regional Policy Corina Crețu said: "This adoption is an essential step on the path to growth for Romania. It strengthens and supports our businesses to become more competitive and innovation-driven, contributing to the knowledge-based economy and helping to achieve the European goals of smart growth. The programme also reaps benefits for businesses and citizens through the opportunities offered by the digital economy and e-services."

Bulgaria will benefit from €1.6 billion of EU funds for developing better transport connections

The European Commission has adopted the 2014‑2020 Operational Programme "Transport and transport infrastructures", worth almost €1.9 billion - with €1.6 billion coming from the European Regional Development Fund (ERDF) and Cohesion Funds and the rest from national funding.

Welcoming the adoption, Corina Crețu, Commissioner for Regional Policy, said: "This investment package will certainly contribute to the development of an integrated and sustainable transport system in Bulgaria. The construction of new infrastructure will stimulate the Bulgarian economy in times of low growth and, in the long-term; better transport connections will create new business opportunities and lower the costs for transporting goods". 

The Programme aims at developing the Trans European Network for Transport for railway (190 km of new and modernized railway line) and roads (construction of 62 km motorway) and at making transport safer and more sustainable in Bulgaria. 

Large parts of the Sofia-Septemvri and the Plovdiv-Burgas railway line will be reconstructed or modernised. 

Most of the investments for road projects are foreseen for the completion of the Struma Motorway, which is a crucial link between Sofia and Thessaloniki in Greece as part of the Pan-European Corridor from Germany to Greece. 

Moreover the reconstruction/modernisation of key railways stations will facilitate efficient intermodal transport. The extension of the metro in Sofia network will allow safe, fast and environmentally friendly transport for citizens and will provide direct connections to the international airport, the central railway station and to several tramway and bus lines.

Den fælles strategiske ramme

I forlængelse af forslagene om samhørighedspolitikken af 6. oktober fremlagde Kommissionen den 14. marts 2012 »den fælles strategiske ramme« (FSR) som en hjælp til medlemsstaterne med at forberede den kommende programmeringsperiode. Det er hensigten at hjælpe med at udstikke den strategiske retning for den kommende finansielle planlægningsperiode fra 2014 til 2020 i medlemsstaterne og deres regioner. Den vil gøre det muligt at kombinere de forskellige fonde langt bedre for at maksimere virkningen af EU-investeringerne. De nationale og regionale myndigheder vil bruge denne ramme som grundlag for udarbejdelse af deres »partnerskabskontrakter« med Kommissionen, hvori de forpligter sig til at leve op til Europas vækst- og jobmål for 2020.
