    Directorate-General for Regional and Urban Policy presents its new comic book

    The Directorate-General for Regional and Urban Policy has just published a brand new comic book called ’Partners’ which aims at presenting Regional and Urban Policy through six stories designed to appeal to a young audience. The themes covered in this album are Research & Innovation, Urban Development, Environment, Support to SMEs, Social Inclusion, ICT, Cooperation between regions, Transport, Solidarity between regions in case of natural disasters, etc. These slices of life and stories of men and women were inspired by real EU-funded projects that illustrate the European Union’s contribution to reducing differences in standards of living and supporting the regions in their development.

    Transnational cooperation : Building bridges between people

    01/11/2011This video examines different aspects of European Territorial Cooperation and highlights the usefulness of support from the European Regional Development Fund (ERDF) for projects that involve cross-border cooperation. For instance, the University of the Greater Region (UGR) project is promoting exchanges and mobility between different European universities; 17 000 km of roads are being built or upgraded to improve transport; the LABEL project is reducing the risk of flooding in the Elbe basin; experiences and good practices are being exchanged in order to boost economic growth; lastly, several cross-border programmes are promoting the integration of marginalised population groups.

    Cross-border cooperation: Flood risk management in the Elbe river basin

    01/10/2011This video takes you on a discovery of the ELLA+LABEL project, a cooperation initiative launched in 2003, with support from the European Regional Development Fund (ERDF), between the different countries of the Elbe River basin, with the aim of reducing flood risks. The project came about in the wake of the massive floods in 2002 which caused more than 100 deaths and resulted in some €12 billion of damages. Since then, the Central European countries affected by these floods have undertaken widespread cooperation in a bid to ensure that floods of such magnitude never happen again. The prevention mechanisms introduced have also resulted in the creation and development of many SMEs.

    Cross-border cooperation: Integration of Roma into the labour market

    01/10/2011This video shows one of the many facets of the ROMA project, which has received support from the European Regional Development Fund (ERDF). The ROMA project aims at the gradual integration of the large Roma community, traditionally discriminated against, living in the Romania-Hungary border region, by offering them the opportunity to find work. Dio Zoltan, one of the project’s key members, conducted a study to establish the professional profile of unemployed Roma. The profiles of those qualified for a job were then sent to employment agencies. Sharing experiences and good practices has produced positive results for Roma employment in the two countries. One of the programme’s beneficiaries, Daroczi Zoltanne, managed to find a job at the social centre in her village as a result of this process, in doing so ensuring a better life for her and her children.

As a professor, he sees students who have spent their first two years studying in Nancy or in Luxembourg before spending their third year at the University of Saarland, where he works. The UGR project, supported by the European Regional Development Fund (ERDF), is important for them and for him, because it offers harmonised evaluations and simplifies administrative formalities. Since the project began, he has noticed many improvements and his daily work has become much easier.

    Cross-border cooperation: University of the Greater Region

    01/10/2011The University of the Greater Region (UGR) project brings together seven universities in four different countries. Through the UGR project, students, researchers and professors from these university institutions are able to explore new work and study prospects as well as new research networks, while gaining firsthand experiences of other languages and diverse cultures, thus laying the foundations for a truly European university. The administrative, legal and financial issues raised by the UGR project could lead to the development of solutions that may one day be used by all European universities, thus removing knowledge barriers and at the same time promoting cultural diversity, something highly valued by European citizens.

Co-funded by the ERDF, the project is supporting the joint nomination for UNESCO world heritage status in 2012 of a cultural heritage site common to Hungary, Austria and Slovakia, and over 2 000 years old. The joint work of the archaeologists is making it possible to establish common criteria and therefore guarantee similar levels of protection for the sites.

    RegioStars 2010: High Speed Broadband

    01/05/2010This video showcases the RegioStars 2010 winner in the “Broadband coverage in less developed regions or rural areas” category. Broadband coverage is a central element when it comes to guaranteeing competitiveness in the world today. In more sparsely populated regions, private telecommunications operators are often reticent about shouldering the risk of investing in what are commonly referred to as “white zones”. Faced with this challenge, the Auvergne region established a public/private partnership (PPP) in 2005 to extend broadband coverage to all homes. The project was finalised in early 2009.

    01/05/2010This video presents the RegioStars 2010 winning project in the “Innovative use of brownfield sites in an urban context” category. Built on the heritage of the Genk region’s mining past, the multipurpose C-Mine centre is the result of converting a former industrial site into a hub for entrepreneurs and other visitors. Its two concert rooms, exhibition space and design centre were due to open in September 2010.

    RegioStars 2010: Micro-finance

    01/05/2010This video presents the RegioStars 2010 winning project in the “Integration of migrants or marginalised groups in urban areas” category. Founded in 2008, this project focuses on improving access to finance for migrant women, who often find it difficult to accrue capital in order to set up or develop their own company. The project’s main goal is to establish a permanent micro-finance institute in order to help them escape these confines. So far the project has supported 80 fledgling women entrepreneurs and helped to launch 15 micro-businesses, creating 20 new jobs along the way.

    RegioStars 2010: “new business model” project

    01/05/2010This video showcases the RegioStars 2010 winning project in the “ICT applications by or for SMEs” category. The first of its kind in Brandenburg, this project has pooled expertise from several regional partners by using telemedicine in order to monitor and treat patients who have suffered heart problems outside their traditional medical environment. Its general aim is to reduce the number of hospital admissions per patient. Over 100 patients have benefited from this project.

    RegioStars 2010: Computer literacy basics for a Lithuanian e-citizen

    05/01/2010This video showcases the RegioStars 2010 winning project in the “ICT applications for e-inclusion” category. The “Window to the future” association, which was founded in 2002 and is based in Vilnius, brings together a group of businesses, banks and enterprises specialising in telecommunications and information technologies. Its aim is to provide training, establish public internet access points and stimulate the growth of e-services, not to mention improve computer literacy potential. The main target groups have been seniors, the disabled and people living in remote regions with limited access to digital services: in total, 50 400 adults have completed training courses over a two-year period.

The VOMARE (Voluntary Maritime Rescue) project, co-funded by the EU’s INTERREG IV programme, is aimed at developing cooperation between Finnish and Estonian rescue systems. Bolstered by a century’s worth of experience in volunteer maritime rescue, Finland is now sharing its know-how with Estonia and the coastguard service there.

Faced with this situation, the countries involved appealed to the European Commission, asking it to devise a long-term strategy for the region’s future development. The result was the European Strategy for the Baltic Sea Region. The strategy centres around four main themes: preserving the environment; developing the region’s economy courtesy of exchanges between the various countries; enhanced accessibility and appeal; and tighter security.
