Rural-urban partnership: key to a prosperous future for Europe

    29/08/2012

Europe is a complex patchwork of urban and rural areas, where people live in different ways but face common challenges. City- and country-dwellers are mutually dependent, and both sides need to cooperate to achieve a sustainable future for everyone. The European Union’s Rurban initiative fosters formal and informal partnerships around a whole string of issues such as research and innovation, energy, water supply, food production, transport, tourism and leisure, and many more. Through its cohesion policy, the EU invests more than one-third of its budget in promoting smart, sustainable and inclusive development across Europe. The aim is for all regions, whether urban or rural, to have equal access to the benefits of growth.

Cohesion policy 2007-2013: focus on growth and jobs

01/01/2010This video is part of a series of four clips produced as part of the 20th anniversary of EU cohesion policy, showing the policy’s key implementation stages. It focuses on the period 2007-13, which has been marked by a significant increase in European budgets combined with a redefinition of priorities in support of innovation and cohesion. A 1988 European Council regulation gave the green light for the integration of European funds within the context of “economic and social cohesion”. Since then, EU cohesion policy has become one of Europe’s major policies, aimed chiefly at the sustainable development of regions. The evolution of cohesion policy over time can be divided into four major periods: 1989-93 (from projects to programmes), 1994-99 (consolidation and doubling the effort), 2000-06 (making enlargement a success) and 2007-13 (focus on growth and employment).

Cohesion Policy 2000-2006: what have we achieved?

07/01/2007From 2000 to 2006, EU cohesion policy provided support for regions in the 27 Member States, investing over €120 billion in 230 programmes. Launched in 1986, the policy’s effectiveness and its contribution to Europe have been amply demonstrated, particularly in terms of economic growth, jobs and the environment. Not wishing to rest on its laurels, cohesion policy has been the subject of assorted improvements and innovations since 2007, opening up the prospect of going even further by 2013. Cadiz in Andalusia (Spain), Poprad in the High Tatras region (Slovakia) and Graz in Styria (Austria) are perfect examples of cohesion policy’s value added at local level. The respective inhabitants of these three cities, Pablo, Peter and Mikael, can testify to this. Cut in two by a railway line, Cadiz spent many years suffering from failing mobility. In Poprad, which had no sewage treatment system until 2007, ecosystems were under threat. Graz, the capital of a region hit by industrial decline, had to diversify its business sectors.
