Outline of Programme - Sheet N° 94.02.10.043 The European Commission has approved a programme under RECHAR II to create new jobs and secure existing ones. By diversifying the industrial fabric, it is intended to create a stable and competitive economic structure, covering the areas in the rural district of Helmstedt most affected by the fall in employment in coal mining.
The European Community contribution is ECU 1.65 million, to be matched by an equal amount from the national authorities. The Community's contribution will come from the European Regional Development Fund (ERDF) and the European Social Fund (ESF).
The programme provides for assistance measures in the following areas:
- Stimulation of investment in infrastructure for the rehabilitation of former industrial areas.
- Tourism, as a contribution to the diversification of the economic structure.
- Reskilling measures, in particular for small and medium-sized businesses.
The programme implements the RECHAR II Community Initiative. The programme has been agreed between the Community and the German authorities for the period up to 1997.
Zusammenfassung des ProgrammsDie Europäische Kommission hat ein Programm im Rahmen von RECHAR II genehmigt. Damit sollen neue Arbeitsplätze geschaffen und bestehende gesichert werden. Durch eine Diversifizierung der Branchenstruktur soll eine stabile und wettbewerbsfähige Wirtschaftsstruktur geschaffen werden. Erfaßt werden die vom Abbau der Beschäftigung im Kohlebergbau am stärksten betroffenen Gebiete des Landkreises Helmstedt.
Die Beteiligung der Europäischen Gemeinschaft liegt bei 1,65 Mecu. Nationale öffentliche Stellen beteiligen sich mit dem gleichen Betrag. Die Gemeinschaftsbeteiligung stammt aus dem Europäischen Fonds für regionale Entwicklung (EFRE) und dem Europäischen Sozialfonds (ESF).
Das Programm umfaßt Fördermaßnahmen in folgenden Bereichen:
- Förderung von Infrastrukturinvestitionen, die der Wiederherrichtung von ehemaligen Industriegebieten dienen
- Fremdenverkehr, als Beitrag zur Diversifizierung der Wirtschaftsstruktur
- Qualifizierungsmaßnahmen insbesondere für kleine und mittlere Unternehmen
Dieses Programm dient der Durchführung der Gemeinschaftsinitiative RECHAR II. Das Operationelle Programm ist zwischen der Europäischen Gemeinschaft und den deutschen Behörden für den Zeitraum bis 1997 vereinbart worden.
