Programme description

The Italian Operational Programme "Employment" (Sistemi di politiche attive per l'occupazione) for the implementation of the ESF in the period 2014-2020 outlines the priorities and objectives to spend EUR 2.177 billion (of which EUR 1.181 billion from the EU budget) to reinforce and develop national labour market policy and contribute to the achievement of the employment-related Europe 2020 Strategy targets and Italian country specific recommendations.

The programme foresees actions both to strengthen the employment policy system and to directly improve the situation of jobseekers and inactive persons. Larger resources and bigger efforts will be deployed in less-developed regions.

Investments will be focused on these areas:

  • Around 84% of the budget is foreseen for measures to implement the Youth Guarantee scheme, improve employment services, fight long-term unemployment and enhance access to work of women, long-term unemployed and immigrants. The significant effort dedicated to young people will be carried out in complementarity and continuity with the actions of the Youth Employment Initiative national programme and also through transnational actions.
  • Over EUR 70 million are earmarked specifically for actions that contribute to the reduction and prevention of early school leaving as well as the improvement of the technical vocational and educational offer and lifelong learning, reinforcing the link between education and work.
  • More than 5% of the programme's allocation will be invested to support operations for reinforcing the administrative capacity of the labour market systems and stakeholders.
