Programme description

The overseas region of Guiana will target ESF investments at young jobseekers and school dropouts, the long-term unemployed and people facing exclusion.

The ESF operational programme (OP) for France’s overseas region of French Guiana (Guyane) targets young people and jobseekers, those with few or no qualifications, the socially excluded, and the ability of workers and companies to adapt to changing market circumstances.

Alongside another ESF/ERDF OP in Guiana covering the Regional Council competences, this OP is managed by the State administration in this region. The OP has an EU contribution of EUR 84 million and will focus on six investment priorities:

  • Over EUR 21 million will go to helping young people make the transition from education and training into their first job.
  • Young people will be encouraged not to leave school early, but to stay on, complete their studies and gain valuable qualifications – thus boosting their chances of a job.
  • Jobseekers and those facing difficulties getting work will be helped through counselling, guidance and training in job-relevant skills where needed. The poorly-qualified, women jobseekers and immigrants are particular targets.
  • Changing technologies and markets need new skills. Workers will be helped to upgrade their skills and competences through lifelong training programmes – helping to sustain their jobs and careers.
  • Those at risk of poverty or suffering social exclusion will be helped with measures to provide relevant skills and easier access to job opportunities and public services. Over EUR 34 million is available for social inclusion projects.
  • A concerted, regional effort will be launched to raise the skills of public servants and their ability to implement employment, training and social inclusion programmes.

As a result of French Guiana’s operational programme, it is expected that some 21 000 young people will be helped to get qualified and secure work. Over 15 000 disadvantaged people, and 5000 long-term unemployed will receive support to get back into the labour market.
