Programme description

The OP 'Autonomous City of Ceuta' has a volume of €12.9 million, of which €10 come from the EU budget. It aims to promote sustainable and quality employment and to fight the social and labour market exclusion of disadvantaged people. This should be achieved through targeted hiring incentives as well as integrated pathways for labour and social integration of people facing specific barriers for accessing the labour market. A financial allocation to promote self-employment and entrepreneurship and to improve the competitiveness of SMEs is also foreseen.

The target population is identified as the long-term unemployed, young people under 25, unemployed women and people over the age of 50.

Investments are foreseen along three priorities: employment (25.6%), social inclusion (72%) and technical assistance (2.3%).

Expected impact

  • Individualised integrated pathways should allow 1400 participants to increase their employability in sustainable jobs and their integration in the labour market
  • Hiring incentives should allow 470 participants to obtain indefinite contracts
  • Self-employment grants should allow the creation of 270 companies that generate at least 272 new jobs
