Programme description

Rhineland-Palatinate will focus on job creation, social inclusion, education and lifelong learning to boost economic growth and help the region remain competitive in the face of economic and demographic challenges ahead.

The ESF operational programme (OP) for Germany’s Rhineland-Palatinate will focus on creating more and better jobs to support economic growth and improve the region’s ability to compete during the challenges ahead.

The OP has a budget of EUR 218 million, including EUR 109 million from the EU budget.

The programme has the following priorities for investment:

  • Around a tenth of the budget goes towards promoting sustainable, high-quality employment and labour mobility, helping workers, entrepreneurs and businesses, especially SMEs adapt to change, including demographic challenges, and establish a better work-life balance for employees.
  • Nearly one-third of the ESF funding will help to combat social exclusion, poverty and discrimination by re-establishing and stabilising the employability of those affected. Actions include innovative measures to better integrate disadvantaged people, such as the long-term unemployed, migrants and the poorly qualified, into the labour market.
  • Over half of the funding will be invested in education, training, vocational skills and lifelong learning geared towards: tackling early school-leaving; facilitating access to lifelong learning; and using innovative approaches to ‘professionalise’ education and training, making it more relevant to labour market needs and raising qualification levels, especially among young people.

Cross-cutting issues, such as integrating young people into the labour market, active and healthy ageing, and equality between men and women are implemented through various measures. Social innovation pilot projects will be conducted to help combat poverty and social exclusion among target groups by raising their level of education and professionalism.
