Programme description

The ESF operational programme (OP) for Saarland in Germany will devote more than half of its investments to the area of social inclusion

The OP is representing an investment from European and national sources of EUR 74 million. It takes a thematic approach focusing on adaptability to change, a more inclusive society, better primary and secondary education, and improved tertiary education.

Saarland’s objectives will be achieved through three priorities for investment:

  • There will be a strong focus on helping workers, enterprises and entrepreneurs to become more adaptable to change. For example, through continuous training schemes for SME employees to boost and broaden skills. This priority will take 22 % of the total funding. In addition, employment and training measures will focus on underrepresented groups such as older workers, migrants and women.
  • ESF projects will boost social inclusion and combat poverty and discrimination. Over half of the funding will go to this priority. And measures to promote active inclusion will be central to promoting equal opportunities and improving employability for disadvantaged groups. There will be an additional focus on young people and the needs of the long-term unemployed.
  • Investment in education and training worth close on EUR 15 million will focus on two main priorities. The first is reducing and preventing early school-leaving and promoting equal access to high-quality education. The second is improving access to and quality of tertiary education to increase participation and qualifications, especially for disadvantaged groups.

In addition to these main OP priorities Saarland will pursue several novel initiatives. These include a new ‘Welcome Centre Saar’ which will actively promote the integration of female immigrants as well as offering support for employees with functional illiteracy. There will also be incentives for secondary school graduates from non-academic family backgrounds to take up and complete university studies.
