Nr 48. - Winter 2013 - Cohesion Policy 2014-2020 - Momentum builds

L-edizzjoni tax-Xitwa tar-rivista Panorama għandha bħala t-tema ewlenija tagħha l-Politika ta’ Koeżjoni riformata għall-2014-2020 u tanalizza d-dettalji ta’ xi tfisser din għall-partijiet interessati kollha. F’intervista esklussiva, il-President tal-Kummissjoni Barroso jindika kif il-Politika ta’ Koeżjoni riformata ser tgħin biex toħloq it-tkabbir u l-impjiegi u biex jintlaħqu l-objettivi tal-Istrateġija Ewropa 2020.

Il-qarrejja tagħna jikkontribwixxu wkoll għad-dibattitu f’taqsima estiża “Fi Kliemek” fejn rappreżentanti mill-Istati Membri, ir-reġjuni u l-assoċjazzjonijiet madwar l-Ewropa kollha jaqsmu l-ħsibijiet tagħhom dwar ir-riforma u t-tamiet tagħhom għall-perjodu ta’ finanzjament il-ġdid.

F’partijiet oħrajn minn din il-ħarġa, nindikaw il-punti ewlenin tar-riforma u l-prijoritajiet tematiċi; niddeskrivu l-proċess ta’ approvazzjoni tal-baġit mill-perspettiva tal-Parlament Ewropew, nipprovdu informazzjoni dwar kif issir applikazzjoni għal finanzjament u reviżjoni tal-istrateġiji u l-obbligi ta’ komunikazzjoni. Ser issib ukoll l-għażla tas-soltu ta’ punti ta’ aħbarijiet u proġetti ewlenin minn madwar l-UE kollha.

Il-Fondi Strutturali u ta’ Investiment tal-UE qed jippromwovu tkabbir intelliġenti u sostenibbli permezz ta’ proġetti ekoloġiċi u effiċjenti fl-enerġija li jissemmew f’dan l-artiklu. Hemm ukoll għażla ta’ artikli li jiddeskrivu lil xi wħud mill-workshops u seminars fl-avveniment tal-JIEM MIFTUĦA ta’ din is-Sena, mill-Master Class tal-Università tal-JIEM MIFTUĦA sar-relazzjonijiet bejn l-UE u ċ-Ċina u l-Ġappun.
F’din il-ħarġa tista’ ssib ukoll ħarsa ġenerali lejn l-istrateġiji Makro-reġjonali li jgħinu fil-koordinazzjoni tal-proġetti fir-reġjuni Baltiċi u tad-Danubju, aġġornament dwar il-ħidma tal-Fondi Strutturali tal-UE fl-għajnuna f’każ ta’ diżastru, u spjegazzjoni tal-proċess ta’ evalwazzjoni ex-post għall-perjodu 2007-2013. Il-parti l-aktar importanti hija artiklu speċjali ta' sitt paġni dwar l-adeżjoni tal-Kroazja fl-UE, li jagħti ħarsa ġenerali lejn l-proċess ta' adeżjoni, introduzzjoni għall-industriji ewlenin tal-Kroazja, eżempji ta' proġetti ta' suċċess u intervista ma' Branko Grčić, Viċi Prim Ministru u Ministru tal-Iżvilupp Reġjonali u l-Fondi tal-UE.

Il-parti l-oħra l-aktar interessanti tikkonsisti f'ħarsa lejn il-proċess konġunt ta' verifika (il-Kummissjoni Ewropea u l-Awtoritajiet Nazzjonali) sabiex ikun żgurat li l-finanzjament tal-Politika ta' Koeżjoni jintefaq sewwa. L-enfażi tal-ħarġa huwa fuq l-irwol tal-politika ta' Koeżjoni għat-treġġigħ lura tat-tkabbir fl-Ewropa. Il-politika ta' koeżjoni hija l-fergħa ta' investiment tal-baġit tal-UE, li timmira li żżid it-tkabbir u l-kompetittività billi tagħmel l-aħjar użu mill-punti pożittivi reġjonali. Fil-futur, il-politika sejra ssaħħaħ saħansitra aktar l-ilħuq tal-miri ta' 'Ewropa 2020' u sejra tiffoka fuq investiment sostenibbli b'użu aktar effettiv ta' investiment tal-UE, nazzjonali u reġjonali.

Karatteristiċi oħrajn jinkludu l-programm PEACE tal-UE, li jfittex li jibni rikonċiljazzjoni bejn il-komunitajiet diviżi fl-Irlanda ta' Fuq u fir-reġjun konfinali tal-Irlanda, kif ukoll artiklu fuq l-irwol prinċipali tal-bliet - il-magni tal-ekonomija Ewropea. Dan l-aħħar, il-Kummissjoni ħolqot database estensiva tal-aqwa prattika tajba tal-iżvilipp urban sabiex tipprovdi ħarsa ġenerali tal-proġetti, li jistgħu jkunu sors ta' ispirazzjoni għall-bliet, l-awtoritajiet amministrattivi u partijiet oħrajn b'interess.

L-edizzjoni tax-xitwa 2012 tar-rivista Panorama intitolata “Smart Specialisation” issa tinsab online. Il-parti ewlenija tagħha hija artiklu ta’ 6 paġni dwar l-istrateġiji ta’ Smart Specialisation bħala xprunaturi tat-tkabbir ekonomiku reġjonali, li janalizza d-definizzjonijiet u l-possibbilitajiet għal speċjalizzazzjoni intelliġenti, l-appoġġ ipprovdut mill-Pjattaforma S3, u rapporti mill-workshop tal-Kummissjoni Ewropea f’Bari f’Settembru 2012 li għen lir-reġjuni tal-Italja jħejju ruħhom sabiex jużaw dawn l-istrateġiji fil-perjodu ta’ programmar 2014-2020.

Il-parti ewlenija l-oħra hija intervista esklussiva mal-Ministru Pollakk għall-Iżvilupp Reġjonali El¿bieta Bieñkowska, li tiddeskrivi l-progress magħmul mill-Polonja sa mill-adeżjoni fl-2004 fl-iżvilupp tal-infrastruttura tagħha, fil-ħolqien tax-xogħol u fiż-żieda tal-PDG.  Hija tħares ukoll lejn il-futur u tbassar żieda fl-investiment fir-riċerka u fl-innovazzjoni u f'soluzzjonijiet sostenibbli tal-enerġija u t-trasport fil-perjodu ta' pprogrammar li jmiss.

F’parti oħra, hemm analiżi tal-istħarriġ tal-Eurobarometru "Ħarsa mir-reġjuni" filwaqt li hemm xi riżultati sorprendentament pożittivi fir-rigward tal-kwalità tal-ħajja u l-ħarsa lejn il-futur. Hemm ukoll min huma r-rebbieħa tal-konkors tar-ritratti L-Ewropa fir-Reġjun Tiegħi, flimkien ma’ poster li jista’ jinqala’f’għamla ta’ możajk  ta’ xi wħud mill-bosta daħliet mill-konkorrenti.  

Hemm ukoll ħarsa qasira lejn Regiostarts 2014 u għażla oħra ta’ profili ta’ proġetti ta’ suċċess mir-reġjuni madwar l-UE.
