Guide to Research and Innovation Strategies for Smart Specialisation
This guide has been conceived as a methodological guidance for policy-makers and implementing bodies on how to prepare for and how to design, draft and implement a national/regional research and innovation strategy for smart specialisation (RIS3). Rather than an all-encompassing, prescriptive document, the guide is to be understood as a general orientation document which will evolve as the concept develops. Indeed, the document will be improved and updated on a regular basis.

Ponad dwie trzecie ludności Europy mieszka na obszarach miejskich. W miastach pojawiają się problemy i znajdowane są rozwiązania. Panuje w nich sprzyjający klimat dla rozwoju nauki i technologii, kultury i innowacji, twórczości indywidualnej i kreatywności zbiorowej oraz dla przeciwdziałania skutkom zmiany klimatu. Jednak miasta są również miejscami, w których kumulują się takie problemy, jak bezrobocie, segregacja i ubóstwo. Musimy lepiej zrozumieć wyzwania, wobec których staną różne europejskie miasta w nadchodzących latach.

Connecting Universities to regional Growth : A practical guide (September 2011)

This EU Guide has been designed to enable public authorities to promote the active engagement of universities and other higher education institutions in regional innovation strategies for smart specialisation, in cooperation with research centres, businesses and other partners in the civil society. It can also be used by academic and economic partners to explore the benefits they can expect from working together for regional development. It is not an academic publication but a practical tool with recommendations, part of a series of guides prepared in the framework of the Smart Specialisation Platform set up by the Commission for providing methodological assistance and practical guidance to national and regional policy makers involved in designing and delivering innovation strategies for smart specialisation. It will be useful for the last years of the current programming period and for preparing the next one.

Guide to broadband investment (September 2011)

The "EU Guide on Broadband investment models" is the first attempt by the Commission to advise public authorities managing EU funds on the strengths and weaknesses of different models of investment in high speed internet infrastructures. It provides advice to managing authorities and project promoters on the issues that should be considered when planning a public sector investment in broadband infrastructure based on a detailed review of several broadband investment projects (mostly ERDF co-funded) and includes messages on success factors and lessons learned. This guide was born under the Digital Agenda for Europe and has been co-signed by Commissioners Hahn, Kroes, Ciolos and Almunia. It complements other activities by the Commission services such as the European Broadband Portal and the Bottom up Broadband initiative.

Errors in Cohesion Policy (November 2011)

The European Commission has recently published its 'Analysis of errors in cohesion policy for the years 2006-2009', as well as actions it has taken to reduce their occurrence, and the way forward. While errors do exist, they are concentrated in a handful of programmes in a small number of Member States. The document stresses however, that 'errors' are not equal to 'fraud'. The term 'error' is used for any non-compliance with a condition for receiving EU funds, while 'fraud' entails deliberate or criminal deception for the purpose of making an unjust gain. The Commission's analysis highlights the most common examples of errors, such as contracts awarded without following the correct tender procedure; inadequate documentation to support expenditure (lack of audit trail); inaccurate calculation of overheads; application of incorrect co-financing rate; and, overestimated payment claims

Europejski Kodeks postępowania w zakresie udzielania mikrokredytów (October 2011)

Przy okazji Open Days – Dni Otwartych Polityki Regionalnej 2011 Komisja Europejska publikuje europejski Kodeks postępowania w zakresie udzielania mikrokredytów. Kodeks zawiera zalecenia i standardy, które powinny się przyczynić do rozpowszechnienia najlepszych praktyk w sektorze mikrokredytów. Jego celem jest dostarczenie podmiotom udzielającym mikrokredytów wytycznych z punktu widzenia konsumentów, inwestorów, podmiotów finansujących i organów regulacyjnych.

Regional Integration and Development - The EU-Brazil Dialogue on Regional Policy (2011)

In 2007 the Commission and the ministry of National Integration of Brazil established a structured dialogue on regional policy with a view to promoting mutual understanding, co-operation and an exchange of information. This new brochure describes the results of the succesful co-operation carried out in the last three years (2009-2011) around two main priority areas: the exchange of experience and practice and technical support activities to strenghten institutional capacity, as well as evaluation and monitoring practices for regional development plans and programmes. The cumulative result of the work described in the brochure was to contribute to the preparation of the political agenda of the incoming government in Brazil, which has placed regional development among its top policy priorities. The model of regional development being prepared for post-2011 in Brazil, as outlined in the brochure, has been heavily influenced by the EU model in terms of objectives and implementation systems.

Europejska współpraca terytorialna: budowanie mostów między ludźmi
(October 2011)

Dyrekcja Generalna ds. Polityki Regionalnej wydała nową publikację zatytułowaną European Territorial Cooperation: building bridges between people („Europejska współpraca terytorialna: budowanie mostów między ludźmi”). Dostępna tutaj publikacja pozwala czytelnikom uzyskać pojęcie o tym, jak wygląda obecnie współpraca, w tym w obrębie europejskich ugrupowań współpracy terytorialnej i unijnych strategii makroregionalnych, jak też o tym, co może przynieść przyszłość. Można w niej znaleźć historie ludzi z całej Europy, którzy odnieśli korzyści dzięki współpracy lub też uczestniczą w niej w pewien sposób.

Regional Policy in China and the EU - A comparative perspective (2011)

Regional Policy Directorate General just published a new brochure summarising the main findings of a study which compares aspects of regional policy in China with cohesion policy in the European Union. The study examines the regional policies of the European Union and China to assess their potential to speed the economic growth of regions which are lagging behind. The study is on practical aspects of policy-making and regional development. It concentrates, in particular on: the definition and economic classification of regions; the governance and co-ordination of regional policy; and the role of regional policy in improving competitiveness, sustainable development and urban and rural development. As illustrations, the study report describes examples of best practice in these subject areas in China and the EU.

W niniejszej broszurze wskazano, w jaki sposób regiony i miasta UE mogą wykorzystać możliwości stwarzane przez politykę spójności do stymulowania trwałego wzrostu na szczeblu lokalnym oraz regionalnym. W ramach wsparcia praktycznego wskazano godne naśladowania przykłady, które dowodzą potencjału niskoemisyjnej, efektywnie korzystającej z zasobów gospodarki w dziedzinie tworzenia miejsc pracy, wzrostu oraz ochrony środowiska i zasobów.

Polityka regionalna jest bardzo ważnym mechanizmem wdrażania strategii „Europa 2020” i Unii innowacji. Inwestycje w badania, innowacje i kapitał ludzki są niezwykle ważne wszędzie, ale poszczególne regiony dysponują na starcie różnymi zasobami i możliwościami. Znaczne korzyści mogą przynieść strategie koncentrujące się na przewadze konkurencyjnej dzięki wykorzystaniu niszowej specjalizacji oraz wzmacnianiu opartego na wiedzy potencjału regionu poprzez ukierunkowane interwencje. W niniejszej publikacji opisano najważniejsze z punktu widzenia regionów narzędzia innowacji. Różnorodność regionalna nakazuje obierać różne drogi wzrostu dzięki innowacji i specjalizacji, zmuszając tym samym decydentów do formułowania właściwej, dostosowanej do regionalnego potencjału i potrzeb polityki. Wszystkie regiony mogą zyskać, prowadząc politykę uwypuklającą ich atuty i nadrabiającą słabości – może to nastąpić dzięki generowaniu wiedzy bądź dzięki jej rozpowszechnianiu i przyswajaniu.

Supporting micro-credit providers with JASMINE (listopad 2010)

The JASMINE initiative identified four strands of action to develop the provision of micro-credit in the EU:
1. Improving the legal and administrative institutions
in the Member States.
2. Encouraging a climate of entrepreneurship and growing employment.
3. Promoting good practice in the field of micro-lending.
4. Providing additional funding for non-bank
micro-credit lenders.

The Outermost Regions - European regions of assets and opportunities (May 2010)

Cohesion Policy provides the ORs with important support designed to help them achieve greater economic and social convergence with the rest of the Community. On top of the €5 billion that these regions will receive for the 2007–13 period from the European Regional Development Fund (ERDF), the Cohesion Fund (for the Portuguese ORs) and the European Social Fund (ESF), the EU's Cohesion Policy has earmarked additional funding to offset higher costs faced by the ORs, at the rate of €35 per inhabitant per year (a total of €979 million for all the regions).
