Durant la période de programmation précédente, la Commission européenne avait souligné que l'aide de la Politique de Cohésion devait être soumise à une évaluation régulière et rigoureuse. Avec pour objectif d’améliorer l'efficience et l'efficacité des programmes ainsi que de fournir une connaissance sur l'impact de la Politique de Cohésion. L'évaluation de la politique de cohésion est entreprise sur une base de partenariat avec les États membres responsables de l’évaluation ex-ante et la Commission responsable de l'évaluation ex-post.

Analysis of the financial and physical data in the Final Implementation Reports, ERDF Objectives 1+2 in the 2000 – 2006 period / Useful tool - all programme indicators in a searchable database
A recent study presents and analyses the indicator and expenditure data contained in the Final Implementation Reports, submitted in 2010, by all 25 EU countries who received ERDF Objective 1+2 funding in the period 2000-2006. The study provides analysis, commentary and suggestions for future indicators. The output, results and impact indicators are available in a searchable Access database, including information on their target and actual achieved values. Core indicators are also included. The expenditure database contains information on projected an actual levels of spend, as well as spending broken down by Field of Intervention Code. This allows aggregation of spending levels across the EU, by code.
Result Indicator Pilot report – 2014+ approach tested in current programmes
Following the Commission proposal for a stronger focus on results for the upcoming programming period 2014 – 2020, an experimental exercise took place in eight Member States in 2011 and at the beginning of 2012. 12 managing authorities volunteered to test the new intervention logic with its stronger focus on results in their current programmes. The pilot was challenging for both the Commission and the Member States. It was a good mutual learning process; the most important finding is that the new approach is feasible, but it will require a change in mind-set among those designing the programmes for the new period. The report captures the particularities and the findings of each region which tested the new concept.
Ex ante evaluation – reinforced role in the next programming period
A new guidance document on ex ante evaluation, based on the proposals for regulations adopted by the European Commission on 6 October 2011, underlines the increased role of ex ante evaluation for the 2014-2020 programming period. In the framework of the cohesion policy's new approach strongly oriented towards results, the new regulation increases the importance of well-designed programmes, clearly articulating their intervention logic and demonstrating their contribution to the Europe 2020 strategy. This guidance applies to programmes funded by the ERDF, the ESF and the Cohesion Fund.
Local Development Approach for better policy integration. Evidence from five regional studies
A recent study on the contribution of local development in delivering interventions co-financed by the European Regional Development Fund (ERDF) appraised the role of the local development approach to the effective delivery of Cohesion Policy. It covers interventions co-financed by the ERDF in the 2000-2006 and 2007-13 programming periods. Findings from the review of 38 Operational Programmes and the in-depth analysis of 5 regional cases – in Andalusia Region, Berlin Metropolitan Area, Czech Regional Northwest, Puglia Region and West Wales and the Valleys – serve as a base for operational recommendations on how and when local development could be used to deliver Cohesion Policy and how to monitor and evaluate the effects of local development interventions on economic, social and territorial cohesion. In particular, the Local Development Approach is showed as positively contributing to policy integration in the delivery of interventions co-financed by the ERDF.
